Description
The Consolidated Adult Basic Skills/English-as-a-Second Language (ABS/ESL) and Integrated English Literacy and Civics Education (IELCE) Grant Program is a competitive, multi-year grant program made possible under the Federal Workforce Investment Act (WIA) of 1998 (P.L. 105 220), Title II, Adult Education and Family Literacy Act and Family Literacy Act and Section 1000(a) (4) of the Consolidated Appropriations Act (P.L. 106-113). This program supports eligible providers in the development, implementation and improvement of adult education and literacy programs and activities throughout the state. Eligible providers awarded funds under this multi-year grant are expected to offer programs that provide instruction or services in the following categories: 1) Adult education and literacy services, including workplace literacy services, and for those adults in need, educational programs that emphasize contextualized instruction on the rights and responsibilities of citizenship, naturalization procedures, civic participation, and U.S. history and government; 2) Family literacy services; and 3) Assist adults in the completion of a secondary school education (i.e., GED acquisition and receipt of the NJ State High School Diploma). Each project funded under this grant program must incorporate the following elements which make up the core program of instruction: Adult Basic Education/Adult Secondary Education (ABE/ASE) and English-as-a-Second Language - Levels I, II and III. The levels indicate progressive improvement and learning gains in academic and life skills/workplace readiness from beginning (unable to speak, read or write in English language) to intermediate to advanced (completion of adult secondary education). The requirement to include all three levels as the core program of instruction applies to all applications. However, in the case of a consortium, the core program requirement applies to the consortium as a whole and not to each individual agency of the consortium. The state goals are to assist adults to become literate and obtain the knowledge and skills necessary for employment and self-sufficiency, to help these adults become full partners in the educational development of their children and to assist these adults in the completion of a secondary school education. Therefore, the state’s objectives are to develop, implement and continuously improve adult education and literacy services. Through high-quality adult education programs, adult learners are expected to meet or exceed adult education state and federal performance standards. Through provisions of the Adult Education and Family Literacy Act, adult education services or instruction can be provided to individuals below the postsecondary level who have attained 16 years of age; are not enrolled or required to be enrolled in secondary school under state law; lack sufficient mastery of basic educational skills to enable the individuals to function effectively in society; do not have a secondary school diploma or its recognized equivalent; or are unable to speak, read or write the English language. This grant program and its goals remain consistent with the purpose of the WIA Title II Act and New Jersey’s State Plan for Adult Education and Family Literacy which is to ensure that at-risk populations are prepared to succeed as responsible, productive citizens in a global society. The implementation of this grant program forms an integral part of New Jersey’s strategic plan to strengthen and expand our state’s adult education programming beyond basic skills literacy and GED acquisition to a pathway leading to postsecondary education, occupational training and credential attainment.
